OSTI carries out gender-perspective budget analysis, child and youth perspective budget analysis and outcome analysis of the annual development works of the municipalities.
About Us
OSTI has been established aiming to provide quality service, training, research and consultancy service to its clients. Its key thrust is to contribute on nation building through technical capacity building of the youths. The reports show that 72 percent of the youths engaged in foreign employment are unskilled, and they are facing various problems including life insecurity, low income and dignity issues. Similarly, availability of trained and capable youths is very nominal for the domestic labor market. Therefore, providing government accredited technical short-term training to the youths is the first area of intervention.
The local government authorities have been changed into local government after the political restructuration of Nepal. The local governments have executive, legislative and judicial rights as well. Therefore, the elected representatives and local bureaucracy are responsible to execute the rights and responsibilities provided by the Constitution and Local Government Operation Act (LGOA). Likewise, LGs need to prepare legislations in the areas of single authority and areas of concurrent jurisdictions, prepare plans and execute them. The LGs need expert support for execution of the special assignments.
The socio-economic issues have been changed; and needs also have been reprioritized. Issues of rights and inclusion of the minorities, children, women and People With Disabilities (PWDs) have come to priority. Along with the practice of local government, gaps have been seen in the areas of research, technical guidance and knowledge management. Therefore, Om Sai Technical Institute have redefined its areas of service and expertise.

Documentation of Change Stories/WHH Nepal
OSTI has carried out documentation of change stories of the project "Strengthening Municipal-Wide WASH Governance at Siraha and Saptari District" which has been implemented in six local levels of the districts. OSTI has carried out quantitative and qualitative assessment of the changes made through the project implementation; and prepared change stories, case studies and process documents.
Capacity Development (CD)
plan is a comprehensive document of the local government. All the areas of the local government are assessed, and improvement plan also is prepared for enhancing overall capacity of the organization. Implementation of CD plan contributes for ensuring effective and timely service delivery by the local government.
Change Documentation
Plan internation / CSDC OSTI has carried out documentation of change stories of the project "WASH SDG'' Project at Sunsari District" which has been implemented in four local levels of the Govermence. OSTI has carried out quantitative and qualitative assessment of the changes made through the project implementation; and prepared change stories, case studies and process documents.
YFLG
It is a reference book for starting and accelerating Youth Friendly Local Governance (YFLG) as guided by the Ministry of Youth and Sports, and National Youth Council. This book can be taken as the guide book for implementation of YFLG by the local governments.
